Is omeone else having issues with the jointeam/spectate blocker not working?

I have it setup like this but some users seem to have found a way to bypass it, is there a way to block it like casual mm does? that you can't even press the button to change team?

We think that users are probably forcing the console commands to join a team on the welcome message when they are still "spectators", the feature for forcing a player to a team even when he re-enters the server doesn't seem to work neither.
