IRC works best.

Hi all

I made a C# application which be able to make this feature.
You need an another C# application to run on server. Or you can use PHP socket server.

The second part is the sourcemod plugin. You can choose admins and reasons in menu then call them.
If you are interesting PM-me.

A bit hard to set up but very usefull.

XMPP, aka Jabber, is a free IM protocol.

Google Chat is XMPP, for one thing. anyone can run their own server. You could have [email protected] or something as your jabber id if you ran your own server, etc.

If the web interface that steamcommunity.com uses for the webchat returned regular JSON instead of JSONP, this would actually be pretty easy.

I have just implemented something like this.

Use NotifyMOTD and then I have created a web application that when the page is hit, it sends a global message to everyone in teamspeak.

Yeah, NotifyMOTD can call admin on Steam chat (that's why I made that plugin ), but it forces user to sign in to Steam. Unfortunately, it requires login and password - I'm afraid it's impossible to use OpenID, because there is no cache for browser in-game.
