So, I got it.

The HLTV server connect to the HLDS server. Then the HLTV Server clients do not need to connect to the HLDS to broadcast. So, HLTV Server is a client to the HLDS.

Use the metamod/amxmodx protection on the HLDS which your HLTV Server connects to and if the bug persists, complains to Valve.
