You can't. According to the description, that isn't Counter-Strike 1.6.

Dias said it is made in CS 1.6. The plugin is also available on some foreign pages.

a sprite is too low quality for a dynamic sky, you need to use a model shaped like a sphere and place it on top of the player or something.

ive done it, but i was lazy to fix the bugs with it.

Iam pretty sure he just chromakey his sky and replaced it with a video...
