You could first make little "fixes" with your server configs.
- Remove all
exec *.cfg from cfg files and server command line (
+exec *.cfg).
This could give you hard time to debug problems.
- Just to remind,
game_mode 0; game_type 0; in server.cfg will keep your game in
casual mode, even what ever you do to change to another mode, it's always casual.
Remember that in future.
- Don't edit Valve's game mode configuration files (ex.
gamemode_casual.cfg), because SteamCMD upgrade will overwrite those files back to default.
You need create and use game mode override file,
gamemode_casual_server.cfg, from here your cvars override Valve's game mode settings.

Also, you can use
gamemode_casual_server.cfg as like "server.cfg".
- If so odd reason you need use competitive config file, change your game to competitive mode
game_type 0; game_mode 1

There are some shady custom maps which change map to another... they try to keep them as "private" map in they community.
