I've got the sv_downloadurl and when I go to the url on my file hosting the directories are all there, but downloads aren't working. When I checked my tf/download folder all of the sound files were corrupt, map files were 1kb each, but on the filehost the files are all the correct sizes and not corrupt so I'm not sure why this is happening?

What host are you using >? if you are use a free webhost for fastdl , that's what happens.

Either provide us the public sv_dld to see what's wrong, and the server.cfg line of the sv_downloadurl.
