low fps

A lot of people on my server are complaining they get low fps in it.... i get perfect fps but i don't know why they get lower fps in my server and their fps is fine in other servers... are there any commands to fix this? or settings?

no need to search, my server runs at 200fps.

I get 100 fps, possibly because the server is located in the same city, vegas. In cali and other states they say they get around 30-60fps. But distance shouldnt make a difference because i get 100fps in New York located servers... so i am at a blank here.

Their rates are already at fps_max 101 and rate 25000, etc etc. That is why i'm confused. Something has to be off server-side to cause this i'm thinking.
