I'd wished if there was an web amxmodx compiler such thaat i can pass an parameter at end in any way to change just an IP in the code...
This is for my IP restricted codes. ....

You can have one, just rent a VPS or setup a server on your own computer,
setup the webcompiler on it, and program it to receive a parameter as you want to.
Then access your webcompiler throw your browser.

But why such thing need to be on web? Could not just be a shell/python script local on your computer?

Since it's not possible to successfully restrict a plugin by IP it wouldn't make sense for any compiler to do such a thing. But, like addons said, if you want it, you'll have to make it yourself.
