Set those SteamIDs to have Immunity (flag "a"). Otherwise you would need to modify the plugin which handles the amx_ban command.

No i want something else.... I want all steam IDs like:
STEAM_0.0.**********
and
STEAM_0.1.**********

can not be banned.

I know what you want. Do you have an admin flag in users.ini that is unused? If so then I can use that one to modify the ban code so that anyone with that flag will not be banned.

Why would you need to prevent ALL SteamIDs from being banned? Just disable the amx_ban command.

Get user authid, see if contains STEAM_0:0 or STEAM_0:1, create a bool, set the bool true for those who have this steamid, check the bool when banning.

I would explain much detailed to you, but as far as you are a God that can recreate a cs server from scratch, you will figure it out yourself
