I'm sorry if this question has been answered elsewhere. I looked around a bit, but everything points to SB 2.0 (which is unfinished), or the SB website itself, which appears to be down.

I've been running my community of Team Fortress 2 servers for a little over seven years now and they are heavily reliant on SourceBans. I recently upgraded to Debian / PHP 5.6.29 and it broke everything. One of my friends (another server owner that I know) is on Gentoo / PHP 5.6.26, so I went back to that version.

PHP 5 is out of date now and I'd like to be able to upgrade to PHP 7 in the future. Not being able to ever upgrade PHP is a huge problem for me. Has anyone found any workarounds to this, or does everyone else just sit on PHP 5 at present?

Same here. No problems with my community.
