Can I make a command with which I can add/remove user flags?
Example: edit_flags <target> +/-
("+" for adding, "-" for removing )

But if player already has some flags, I don't want to create new line with the same player in users.ini when I add a flag, I want that just to be edited.

Ask an actual question about scripting. What code have you tried? What part of that code are you having issues with?

That's not my job. As fysiks said, ask a scripting question in scripting help and you will get a proper answer.
