That message is supposed to be limited to only print every x seconds from a user. This can happen from backed up messages not being processed fast enough due to the server having a lag spike. So this is most likely not what is causing the lag but a message that will show when someone is using voice and the server has any type of large stutter. That being said you should post a list of all the plugins you are running (sm, meta or vdf) for further assistance.
