How about adding a command menu /buyscout and then players can choose scouts they like, also if amx_scoutadmin is set to 1 to say to normal players " you need to be admin to gain access to that command " or something like that. Admin access can be choosen by cvar ( like scout_adminflag "n" ). It's good to add config file for all the commands and accesses.
