By simply reading the cvar list, all is explained there

You can't have your flashes or smokes refill.

Maybe they could be implemented as a cvar, just like the HE did. What do you think XxAvalanchexX?

Perhaps in teamplay but I don't see a place for them in DM mode.

? I play on a server there you get both HE and flash at the same time, and they refresh every 10 sec.

Then i suggest you to ask an admin how they changed the code of gungame so you can add it to your server.
