fps_max is source engine command NOOBLESS!

Also, sys_ticrate is used for hl1 (goldsrc) servers genius, and sys_ticrate 33 means 33fps max you can imagine how fast we'll get frags. So, head off many servers you keep out off this.

More than stupid.
sys_ticrate 10000 is recommended only for scrim servers otherwise 1000 or even 500 will serve you the most.

Depends on for what you host your server if it's Fun server then 1000 would be ok.
But I'd suggest try both whichever you find stable.

..and add sys_ticrate 500 in that list too.

Your max recommended players are 32 but rates won't be as satisfying as you want.
I found "okay" rates for your specs with 24 players,

I must say you've magnificent CPU. As for GPU that's not needed to host a game server.

Depending on what exactly you want to test, try wget, ftp or wput, ping, traceroute and/or mtr.
