Well, I have write all information in users.ini, all information in the config.cfg, and when I go to server, and try any AMX(X) commands... You have no entry to this command... Whats the problem ?

The V flag doesn't do anything in AmxModX. The flags that bmann_420 listed are the only valid flags for admins

If there is a semicolon in front of it, then that would be why. But, is your name in game really My_Nick?

Then I am going to guess that you didn't add yourself as admin

Yup, you put a semicolon in front of it. Don't do that, AmxX stops reading that line once it sees a semicolon. Also, why not load your admin by SteamID?
