Absolute nonsense. The game has basically zero way of determining the functionality of running plugins.

The correct solution is to take a page from TF2 team, and cripple the undesirable functionality entirely. For example, a server-granted hat will not be drawn by the client.

That's not true. Can you tell me, how to works GSLT BOT (checks illegals plugins/functions on the servers)? They can block these functions for community servers/plugins permanently.

There is much wrong with what you have posted.

1. What you've just linked me to is code for Sourcemod, and was not written by Valve.
   Sourcemod would, of course, have a less impossible time determining the functionality of plugin
   plugins at plugin boot. However...
2. That's not even what happens. FollowCSGOServerGuidelines does not stop plugins from running. It stops those plugins from using the bad functionality at the time of the attempt to use said functionality.

The latest Steam Client Beta released today has a field internally called "only_allow_trusted_popups" for its HTML Surface control used by games (like CS:GO for the MOTD), and other Steam features as well.
