Fixed a few bugs related to victim being incapped. Based on my testing, the victim should never get incapped by friendly fire now, except when the victim's health is 2 or less. This should cover the common scenario where someone limps into the saferoom b&w and requests to be killed in the saferoom (so they respawn with 50 health and whatever they were carrying). Also made admins with generic flag immune.
