Error!! Can't not read special characters (UTF-8)

Hello, I have a problem with my sourcebans page, anywhere special characters do not work, any help to fix this? Thank's for this help.

SourceBans 1 doesn't correctly truncate UTF-8 characters. There's no fix for it unfortunately.

I have visited other pages from other communities who are also using Sourcebans 1, and if they work well, so any solution must respect if they have not? or be a problem with my hosting OS or database? I using latest stable release of SourceBans: 1.4.10

Edit: Right now using a newer sourcebans published on this page: https://forums.alliedmods.net/showthread.php?t=207840, I hope this helps me to solve this error. Thanks for keeping me informed..
