Map Vote after 15 Minutes on Surf Server

Hello,
I got a Surf Server and don't want to play 24/7 the same map. I just saw on another server, that a plugin exists where a Vote automatically start after 15 Minutes. Another thing is that when I find the Plugin I need help to Install it.
