Well, I haven't tested it, but here's a modification of FlaminSarge's version that SHOULDN'T respawn spies who used the Dead Ringer. I numbered it 1.14.

This should fix the plugin detecting MvM's between-rounds as waiting for players (which will stop the robots from continually spawning between waves). You could also set the cvar to 0, but eh.

Also has sm_pregamemayhem_deadringer, defaults to 1, set to 0 to NOT respawn deadringer spies when they activate the DR.
