There's no installer for Amx 1.8.3 like Amx 1.8.2. However you can download it's files and do it manually from: http://www.amxmodx.org/snapshots.php
Download the base file for your OS and then the cstrike file. Extract them and paste cs files into the base extracted folder. PS: If you host server on vps and it has Linux OS then I suggest to compile plugin from windows because it's easier. You can install the Linux and cstrike files on your server like I said.
Do remember that if you install Amx 1.8.3 your server may be prone bug as it's still in development stage. So if you counter something which isn't normal you should report it.

I just got the new version 1.8.3 working on my server by updating base map. I am using 2016 version and everything is good. I have spanish language, how do I change it?

If you want to change your own language then, use amx_langmenu to change it. If you want to change server language there is an other cvar:

These cvars are in cstrike/addons/amxmodx/configs/amxx.cfg , so its good if you edit there.
