go to server config file , add :
sv_downloadurl "http://www.example.com/cstrike/"
sv_allowdownload 1
sv_allowupload 1

make sure to put all downloadable files and paths in cstrike folder , both of server and website and use fulll path , like if you want put a player model should be in server /cstrike/model/player/model_example/model_example.mdl , so you need to create same path in web part

make sure that all downloadable files exist in both or it won't work

PS : url must end with cstrike/ ( http://www.example.com/cstrike/ ) not just cstrike ( http://www.example.com/cstrike )

It simply requires a public webserver to host the files, that is the fundamental premise of its functionality.
