There is a way to get MOTD panels to show up in CS:GO, although I haven't tested it myself (outside of using it for gungame):

It's not real motd window. It's only window with web page content.

Isn't that what an MOTD window is, "window with web page content"? The only difference is the exit button is an X in the corner instead of the GO button.
