So you can't choose a restricted class with these settings... but you can choose a restricted class after you type "sm_maxclass_admin_imunity 1" in the server or in your client console?
Funny because there is neither a cvar with this name nor a command

Sorry man, im way to tired the command I was using was sm_maxclass_exclude_admins 1
I fiddled with a few files last night however and now it seems to be working (no idea what the hell I did). So now i just need to figure out how to add donators as admins with no power.

And then set the "sm_maxclass_admin_flag" to the newly created custom flag.

But this time I won't be of much help. I never did fiddle with custom flags :-)

Is there a way to make bots immune from the class restrictions?

I want the blu team to be able to have 2 demo bots, but also allow players to have 2 demo bots. Basically I want the bots to not take up a slot in the class limit. I want them disregarded.
