Hi, what should be my server rates
and please tell some commands to reduce lag

Intel(R) Xeon(R) CPU E31230 @ 3.20GHz
3 cores
game : cs 1.6
os : centos 6 64 bit
Ram : 2GB
upload speed : 500Mbps . it vary from 300Mbps to 600Mbps.
download speed : 600 Mbps - 800 Mbps
slots : 32
i am not playing on same machine where server is hosted.
i have added sys_ticrate 1000 in server.cfg
