I think you should look your server again, like disable all addons/mods and run hlds like "vanilla". Will it still lag....

i use rates
decalfrequency 120
edgefriction 1

max_queries_sec 60
max_queries_sec_global 60
max_queries_window 1
mp_autokick 0
fps_max 100

sv_maxrate 0
sv_minrate 50000
sv_maxupdaterate 30
sv_minupdaterate 20



sys_ticrate 1000

still little lag come again and again .....with (net_graph 3) loss 3-40 only when lag come... more Support but really thanks for else..

have you try disable all addons, plugins and mods, have you try simple default maps ?
Problem could be on your server...
Hopefully it not use wireless connection.

Have you set your own game
rate 50000
cl_updaterate 30
cl_cmdrate 30

I remove all addons plugins and play in default maps ... still lags (showing loss 70-1)

So problem may be your server or network connection.
Maybe another program cause this, like anti-virus. Or firewall

I dont have antivirus .... OFf fire wall
upload speed : 150 mbps
download spped : 167 mbps

try log off anything.try off pagefile.bad hdd can do it.
