[L4D2] Simple Ranking System

Is it possible to make "simple ranking system" meaning the simplest way, just changing flags and available "sm_give" commands reaching certain kill count.
For example:
simple-chatcolors helps setting tags for given flags so that can be dismissed

"tag" "[Pro]"
"tagcolor" "{G}"
"namecolor" ""
"flag" "o"
"textcolor" "{N}"
}
So, now a player gets 1000 kills (cvar), and gains an empty flag "O", which changes his tag and available commands (displayed on a panel !give) the more "ranks" player climbs up, the bigger weapon variety to choose from.
I have no clue how hard or easy this is, i know nothing about programming. All i know is that players STEAM_ID has to be saved in admins_simple with flag and/or immunity. If this plugin could be real, would it save STEAM ID's to admins_simple and then change flags (all custom ones) one by one, or how would it even work, i have no clue.
