Hey, so this might sound like a stupid question but what "exactly" is a dedicated server for Dota. What I mean is is it a server that people can join while searching for games like all pick?

A server that people can connect using the "connect" command in console.

It can be either one of those. Valve runs a huge number of them for matchmaking, dynamically spinning up instances as needed, one per match.
