Umm could you recoomend a specific limit to the number of heroes that I should have, or is it certain heroes that may cause a problem?

dont know what rock your hiding under, but 1.18 CVS is the newest version (or am i wrong?)

It didnt happen right after i added a hero. I hadnt added a hero in ages when it started doing it, so I dont think its hero related

maybe it happened after the last CVS update? where i changed the init system around.... but does it happen right when people join?

or does it just happen seemily at random

it happens right when then join.
Like on new map changes. When your the first one in, and its set to load the powers on the next round, you end up having one or two powers. And on the next round, if they arnt one of your choosen heros, it for some reason stays. This includes people joining anytime during the map, be it the first round, or the 20th round. Its random on who it does it with. Sometimes it happens only to 1or2 people, sometimes none, sometime 5 or 6
