I'm wondering does valve want to return back cs 1.6? I mean to make it at the one level with cs:go. How do you think?

Of course not. They simply allowed one dev to work on mostly bug fixes and small improvements.
There is no logical reason why they should "return back" 1.6
The new 1.6 is cs go.
