Set steamtools_dump_tickets to 1 and send me a dump of that bad ticket.
When you see that message in the SM error logs, look in the normal SM logs for a message that says "Wrote ticket to <filename>", it'll be in the same second as the failure message.
The filename is of the form ticket_<number>_<number>_<number>.bin and they'll be in the cstrike/ folder.
