I don't know about that plugin. But I do know that there are several plugins around that place model entities on maps. Any one of them could probably do the job.
But writing the plugin wasn't the hard part. Most of my time was spent cyphering the ads' sizes and location, creating models and editing textures. That's where the REAL work was done.

That mod allows you to create the advertisement and move it around in game to its destination (which you may want to add to this mod).

Im trying to minimize downloading on my server

and with this plugin will clietns have to dl new stuff?

If for example I pick the no-ads one were it replaces the ad with the texture of the wall?

You have to download 2 or 3 models a map which are about 3 seconds each for me... (I run DSL)
