I emailed the HLDS mailing list asking about this just yesterday after someone asked about this on Reddit's /r/tf2

In the meantime, if you trust me, I uploaded the steamcmd_win32.zip I downloaded from back in July to my TF2 fastdownload server.

You only need the second line, but you might have to run it multiple times if the bug hasn't been resolved yet
