Crazy Drug 0.1

This plugin lets you drug player so their screen will go crazy, this is not a duplicate of the standard sourcemod drug plugin, it uses a hl2 vtf file to place a crazy overlay on clients....

Thanks to LDuke for the info about screen overlays....

there is simply one command: sm_crazy-drug
and i have also added a sourcemod menu api support so the crazy drug option will be listed under player commands...

on and off support is there, if you actually used the command you would of saw the argument...i can't say @all and @team is there, it might be since im using ProcessTargetString

Theres no PrintToChat feature so when I set it to someone it doesnt show in chat. But its nice, even coupled with SM Drug.
