yep, s should be t, copy/paste fail. also, for your problem, I suggest this :
Go in the config folder.
1) Find and remove config.php if it exist
2) Create config.php
3) Put this in config.php :

Uhhh.. mmm. Can you access your database via a software or phpmyadmin ? Then, you should be able to figure out how to insert logins into the database.

Put whatever you want, I would say "1", it's not a used parameter. It was supposed to be for futur release. But yeah... I dubt they will happen.
