I normally against forcing settings on clients, but snd_radio_filter 1 makes sv_voicecodec vaudio_celt sound like slow motion in insurgency. What would be the best way(plugin link) to force "snd_radio_filter 0" on clients & then go back to original setting that client got on exit/disconnect?

You can't.

Best you can do is check their setting with QueryClientConVar and show a message to or kick them if it doesn't match what you want.
