You're doing it wrong. You have to place the srcds.exe in the "dota 2 beta" folder, not the "dota" folder. You need all the files in the "dota 2 beta" folder, you're missing some files from the "dota 2 beta\bin" folder.

For dedicated servers (srcds), it's referring to bin/dedicated.dll. (The message says launcher because that's what the client, dota.exe, uses).

I still have it in mine, but it's possible that they removed it from the distribution.
