Yes, the notes in this post mention that you'll need SM 1.8 to compile that, but it should run on 1.7. You can always try the 3.4.6 posted in this thread. The SM PLUGINS LIST output does no good without UMC running.

Hello, i use UMC since one month, there is 3 days, i wanted try to use command in mapcycle. First day, commands worked but now the umc don't start command and there is no error log. I don't know why, can you help me ?

umc-mapcommands.smx is load but never write in log.

There might not be an error. You aren't giving enough information to figure out what is wrong. Let's start off with:
What game are you running?
What version of SM are you running?
What version of UMC are you running?
Post your mapcycle file and the output from SM PLUGINS LIST.

Everything looks good. I see that the plugin you are trying to use with the command option hasn't been updated in some time. The last post says that it doesn't work. Could the problem be with that plugin, and not UMC? It's a mystery why it was working before and now isn't, but you seem to be using the correct version of everything. It may have been a game update to CS:S itself that broke something.

What I am saying is that if UMC is working correctly except the mapcommands module, there is a good chance that the problem is with the [CSS] Spawning plugin you are using, not UMC. You should test that plugin by trying to issue the same commands you are trying to get UMC to issue, but issue them directly into the server console. Other than that, check your error and server logs, and you can set the UMC logging messages to verbose by setting sm_umc_logging_verbose to 1 in ultimate-mapchooser.cfg. If the commands show up in your server log, then the problem isn't UMC. UMC simply passes whatever commands you tell it to to the server. If those commands fail, it has nothing to do with UMC. See more here.

Another thing is that the latest stable sourcemod is 1.7, so you might want to drop back to 1.7 instead of using 1.8. Before you do all of that, I would password proctect your server, to put it in a test mode of sorts. Disable all other plugins except UMC and [CSS] Spawning and then test it to see what results you get. You have very many plugins running, and sometimes those plugins can clash. The only way to figure out which plugin(s) are the culprit, is to disable all of them and add them back in one at a time until you figure out which one is causing the problem.

i found the solution, i disable every plugin but umc still dont work. This morning i reflect and i don't change map with my admin command but with de rock the vote and THAT WORK, command work again.

only for nominate?
