If the game is CS:GO, try this plugin. This plugin fixed the issue for my servers.

yes, game is csgo.
I loaded this with sm plugins load command.
My problem didn't solve.
Must i restart server for fully load this plugin?

Might need to fully restart or at least wait until map change, because it still needs to load the gamedata for the plugin as well. Make sure you have the latest gamedata, believe it's in one of the last pages of that plugin thread.
