There are still many errors in your code and its not good to hardcore those rules inside the plugin. Its not very user friendly.
Take a look in my rules plugin i made some time ago and use it however you please.

It reads the rules from file so people can add their own rules.

Yes matsi, you are correct but you must know, hide and seek have a rules for that mod and this is plugin for that.
I edit a sma file and write rules on my language and no errors so i can tell this is good plugin.

No need to recompile plugin or anything, just edit the rules file and its done. Much more simple, i guess.

The point was that you can use that with everything. You only have to write them in the file. I can make the plugin create the rules.ini with the same default rules you have in your plugin. I'm just saying that even if the plugin might be useful it doesn't meet the requirements for plugin submission.

Hm, i dont use motd plugin for rules. HUD Message is better.

@Matsi, I understand now, if a maker of this plugin make a ini file so you can then edit a rules and make your own, that will be cool. I dont need that because I edit plugin but for others members this can be usefull to have.

That is not true. Showing a MOTD is more efficient and won't influence other plugins using a HUD Message (if they're on the same channel or if there is too much text it will lag).

Maybe for other mods but for hns, hud message is better. Bacause in first 10 seconds of new round, ct dont see anything, only black screen and so this text is very powerfull on left side.

This could be done with Director Hud Message only problem with that is:

Max message length : 128 characters. 
You can show only 8 messages at once.
So you would probably have to use more than 1 hud message.
