Is there a plugin that can block other players hacks from working on your server?

Ya but vac is not good. I have a friend who has been using the same hack for over a year and hes not VAC'd.

Im just wondering if its possible to have a plugin that just blocks the program from running while he joins the server.

AMXx nor Metamod can not see anything that is running on the clients machine

you might want to try the AimBot Detection. as YamiKaitou said no client checks can be done but that plugin at least tricks them into behaviour usually only aimbots show and detects them by trapping them into this behaviour (shooting at an invisible bot).
it's, like every anticheat method, not perfect but it decreases the number of cheaters on your server with a small chance of false positives.
