Those includes are not to compile. They become included by ckSurf.sp
If you have problems doing this, make sure you are using the SM 1.6.3 Compiler.

Is there any way to remove a single time without a steamid or get a steamid for someone who isn't on the server? I have a replay bot that seems like they're cheating.

I installed this plugin but I have a very BIG problem. The game timer itself does not work. I tried everything I found on the internet and tried using commands and nothing is working for me. The time starts at 3 minutes and goes down to 0:00 without any response from the server. I have to forcefully change the map or get everyone to RTV.

You can delete a single record in your mysql-database. Mapchange should work (If not, Restart Server).

You need to change that thing in the ckSurf.cfg generated by the plugin on first launch.

That is because you have set your mp_timelimit to 30, and I guess you have set your ck_round_end to 0 (default value).

Okay I changed the default to one, but if I restart the server, the game timer itself will be set to 30 minutes? Because right now it's at 3 minutes and doesn't end the round when it goes down to 0. I don't want it to end at 3 minutes though, I want it to end after 30.
