Any idea why I can't complile this? I want to set the minimum dxlevel to 70 instead of 80 for my server, but I see no files located in my config folder to adjust these cvar settings. If there's a way to do it without recompliling, I'm all for it.

Information on how to compile SMAC can be found in the documentation.

Adding the following to your smac.cfg should be enough:

Since the plugin I'm using is smac_cvar.smx that contains this command, would I need to create a new cfg file called smac_cvar.cfg instead of smac.cfg?

No, you can simply add it anywhere in your smac.cfg.

Ok, I did this, changed the map but it still didn't work. I have a player who gets a message saying they've been kicked due to having direct x level of 70.

Previously though, I did not have an smac.cfg file in my config folder. I had to create it from scratch. Is there anything else in that cfg file I need to get it to work?

It should have been created in <game>\cfg\sourcemod\smac.cfg.

Nope, there are no .cfg files in the zip file in the SMAC download thread, nor are there any separate areas to dl a .cfg file in that thread.

It's not downloaded, it's auto-generated in the above directory after the first time you run SMAC.

Weird. I wonder why it didn't do that then. I mean I see SMAC in the list of available plugins and occasionally I'll see a blip of text appear saying This mod is Protected by Anti Cheat or something like that. I know it works but it never created the .cfg file. Do you have a sample config file I could download?
