What is the difference between sv_allowupload 1 and sv_allowupload 0? I am running csgo. I know in CSS if you had it set to 0 players could not use sprays but what would be the advantage for csgo?

My current fastdl settings are the following.
sv_downloadurl "http//fastdl.mydomainhere.com/csgo/"
sv_allowdownload 1
sv_allowupload 0

I was going to mention sprays for CS:S until you noted it, but I really am not sure for CS:GO...the player doesn't really upload any custom content that I can think of, besides skins, etc. which is from Valve, not the client. Good questions! I'd be curious to know as well.

That is the difference. sv_allowupload 0 = no do not atllow clients to upload files to the server.
sv_allowupload 1 = yes allow it.

It's really is that simple.

Yes, we know that much. But the question is whether or not the clients upload any files in CS:GO. In CS:S, they upload sprays. CS:GO doesn't have the sprays, so what content gets uploaded? I believe the functionality of the cvar itself is understood. But the content that it applies to in CS:GO is what is being questioned (at least for me).

Likewise, I cant think of any harm (nor good) it will do for that game. Would be good to know if it is otherwise.
