So when in some plugins i change cvars from console after i restart the server the values are back to normal is that normal? and if so where could i change them permanently, btw i'm quite new to this stuff so i need help.

some plugins have their own config files, look into that. Also WHAT GAME? it might not be wise to lob all settings into server.cfg for some games!
