i want one plugin that people are switched into another server (server2) automatically when they are joining the server (server1).

And, it is better to show actual situation of server 2 in server1, such as the current map and number of players in server2.

This could be done using sockets to mimic the players in server2 with bots in server1 that have the same names as the players.
Then you could have a redirect plugin on server1 that forces any player that connects to join server2.

If he paid for this plugin, isn't it a scamming, that you released it for free ???

Nope. He said (in December 09) that I could release it after 6 months and also recently he stopped hosting his server and said that he will not play hl1 games anymore, so as you can see, there is nothing wrong.

Sure. You just need to add to your server config file: dsi_hostname 0
