I don't know what being in the UAE has to do with it, but he CAN make his server Steam Only

+ FYI, In some countries like U.A.E and others.. Steam is not very popular and only few peoples has it,
So if they make a Steam Only server, no one will join it because they don't have steam. Just Saying :p
