This was fixed in snapshots a couple of hours ago. See bug 6259.

To be clear - this only addresses the problem with SourceTV, and not the crashing on mapchange issue, correct?

(I did file a bug report on that issue this morning with all the info I could gather).

According to some people on the valve mailing lists, the crash on mapchange with payload servers happened even without any plugins loaded.

I doubt that it's an SM issue.

Just to note that the crash on map change happens sometimes on other maps too such as 2Fort and appears to be a valve issue. Had a map change crash a little bit ago. Server was full at the time of map change but the Server is set with some bots in fill mode and the crash happened when the Server tried to load bots when it didn't need to as there were far more humans than the fill mode setting. Just thought i would mention it in case it helps anyone temporarily.

Hopefully Valve will release a fix later today anyway. ;)

Yea, looks like Valve will be releasing a fix for the Payload maps change crashes. Talk about a specific crash... But it's strange, I'm only getting the crashes with SM loaded... but then again, it seems they don't happen if there aren't at least 20 players. I guess I'll wait for Valve's patch later today, and report back here, but it seems this is different from the STV issue, so maybe it should go into a new thread.
