I don't know how to make plugins, but this request for you...maybe anyone wants do it.

You can try using a plugin [CS:GO] Flashlight (it works fine in the game NMRiH, but do not work variables sm_flashlight_lookatweapon & sm_flashlight_return because there is no such command +lookatweapon ).
Only beam of a flashlight is located at the waist of the player, and not on the weapons or in the hand.

afaik tf2 removed the flash light, you will need to attach a point spotlight and a light entity to the player's view.

impulse 100 still works in tf2 but you need mp_flashlight and mat_supportflashlight look at how sf2 does it
